GREF and ICDS jointly distribute supportive devises

PASIGHAT, Jan 18: A free assistive device distribution camp was held at Ranepiigo, Pasighat today.

The camp was jointly organized by the 830 MIR 1443CC (GREF) and the Integrated Child Development Service (ICDS) Pasighat.

On the day the team distributed 13 Tricycles, 5 Wheelchairs, 30 Hearing Aid and 5 Clutches to 44 persons free of cost.

While speaking on the occasion as the chief guest Borang appreciated the organizers for their noble venture and highlighting the numerous types of differently abled persons in the district, he said that if they receive such appropriate information and supporting aids from the societies and NGOs will enlighten their livelihood.

The OC 1443BCC S.S. Prasad and MO 830 AMI Dr. Captain Rajeev Ranjan also expressed their happiness for the public response and urged the Societies, NGOs and people of the district to cooperate the differently abled persons of the district to bring them in the mainstream of life. Along with Borang, Dean of Horticulture College Pasighat Professor Dr. VK Srivastava, the SSP D.C. Srivastava, CO. NCC Col. Parvas Chandra, DDHS Dr. B.C. Sarma and CDPO Kaling Moyong also distributed the aids to the beneficiaries.

Education Minister emphasize on girls education

SEPPA, Jan 18: Education Minister Bosiram Siram gave more emphasis on girls education yesterday.

While inaugurating a KGVB School at Chayang Tajo as the chief guest, he said parents should give special attention to girls’ education since the education to female child is education to whole society.

He informed that in order to give them a proper education, the girls education have been envisaged in the guidelines of the SSA.

Siram was also all praises for scenic beauty of the area. However, he said, despite our state is endowed with natural resources, our people are remaining backward in term of economic condition. He asked the people to find the reasons and ways to develop economically at par with other states of the country.

While applauding the T.T Trust Chayang Tajo for managing the school smoothly, Siram urged the teachers to perform their duties sincerely. The teachers should able to infuse the spirit of learning in the students, he said.

Allaying the management’s apprehension of students after eight standard, he informed that the KGVB is the extension of the SSA scheme and the present status of the school may be upgraded to secondary school under Madhyamik Siksha Abhiyan and ensured that he would try to pursue both the center and the state govt. for evolving a mechanism to sort out the future problem.

A local MLA Karya Bagang said establishment of such school at this remote place would improve the education scenario in the area. She marked it as the first step to bring out the girl of the area from the dark to the bright side of the life. As a local MLA she assured every possible help from her side.

It is pertinent to mention here that the school is being run by the T.T Trust Chayang Tajo and has an intake capacity of 100 students at a time but on request from the localities the trust has taken three extra students this year. The school was started from Jun 2009.

Latter in the day minister attended the 6th General Conference-cum election of All Pipu,Chayang Tajo, Sawa, Gayawe Purang students’ Union (APCSGSU) and also inaugurated the upgradation of a Government Secondary School Chayang Tajo to Higher Secondary School.

Responding the joint memorandum of both the students and the Public he assured to post teachers and non teaching staff after consultation with the finance minister for necessary fund. He also informed that VKV authorities had been asked to establish a VKV at Chayang Tajo.

MLAs Karya Bagang, Tapuk Taku, Tani Loffa and Director School Education, Tapang Talloh also spoke on the occasion.

‘NCERT textbooks to stay in Arunachal’

Earlier, Bosiram Siram promised that henceforth NCERT shall be the sole distributor of textbooks for Government run schools in Arunachal Pradesh.

While inaugurating the long-awaited Eklavaya Model Residential School at Bana on January 16, Siram said “Enough is enough; there shall be no frequent change of school textbooks with the change in Education Minister in Arunachal Pradesh. The NCERT- published books will be here forever.”

“We have spent crores of rupees in purchasing textbooks every year from private publishers. From now onwards, we will economize the expenditure on textbooks by purchasing only cheap NCERT books,” he added saying that money thus saved would be used for creating school infrastructures.

He further told that the Arunachal Pradesh state government would add supplementary textbooks on history, geography and cultural ethos of Northeast India and of Arunachal Pradesh in particular.

Siram also informed that the state government is working on evolving a new Education Policy for the state. “We will replicate good education policies of other states with necessary modifications,” he added.

East Kameng district’s Deputy Commissioner, Pige Ligu, speaking in the inaugural function said that with the inauguration of the Eklavaya Model Residential School, Bana, the dream of former Education Minister, late Dera Natung has been fulfilled.

“Late Dera Natung died in a helicopter crash for the cause of this school only and it is good to see an Education Minister fulfilling another Education Ministers dream,” Ligu said.

Basu’s death mourned

ITANAGAR Jan 18: Arunachal Pradesh Chief Minister Dorjee Khandu has expressed his profound sorrow over the sad demise of former West Bengal Chief Minister and veteran leader Jyoti Basu, who breathed his last Sunday morning.

In a condolence message Khandu said that Basu’s death is an irreparable loss to the country.

He was the country's longest serving Chief Minister, heading five successive Governments in the state from 1977 to 2000. His contribution to the people of West Bengal in particular while upholding the spirit of democracy through his over half century political life would continue to inspire the nation and politicians of all hue and colours, the message further added.

He extended his deep sense of condolence to the bereaved family members and prayed almighty God to give enough strength and courage to bear the irreparable loss, the message added.

The state unit of BJP has also mourned the passing away of Jyoti Basu terming his demise as an irreparable loss to the whole of the nation.

In a condolence message, BJP state general secretary cum spokesperson, Tai Tagak said, “It will almost be next to impossible to fill the void created by the passing away of Jyoti Basu-the leader per excellence. The nation will miss the charismatic leader, who has been a source of inspiration, to scores of upcoming leaders, irrespective of party lines”. The party prayed to almighty for eternal peace of the departed soul and for bestowing strength and courage to the bereaved family.

Meanwhile, Arunachal Pradesh Congress Committee condoled the demise of former Chief Minister, West Bengal Jyoti Basu.

APCC in its condolence described him as the tallest political icon and a charismatic leader of the country imbued with exceptional qualities and managerial skills, who selflessly dedicated his life for the all round development of the West Bengal in particular and the country in general.

His death is not only jolt to CPI (M) party and the people of West Bengal, but also caused a vacuum in the political arena of the nation, APCC added.

APCC prayed for the eternal peace of the departed soul and restore strength to the bereaved family to bear the irreparable loss cause to them in this hour of grief.

‘Declare Apatani plateau a hunting free zone’

ITANAGAR, Jan 18: Nature Care and Disaster Management Society (NCADMS), Ziro and G.B. Pant Institute of Himalayan Environment and Development (GBPIHED), Itanagar organized a two-day ‘Biodiversity Conservation Awareness meeting’ under GOI-UNDP CCF-II project on Jan 16 and 17 at the Conference Hall of Pine Ridge Hotel, Ziro. The programme was organized in order to create awareness about the conservation of valuable biological resources, particularly of potential and endangered floral and faunal species such as Taxus wallichiana, Illicium grifithii, clouded leopard, Schiziotorax sp. (locally called as Ngilyang ngyee).

After threadbare discussion on the need of preserving bio-diversity, the house finally adopted resolutions prohibiting illegal hunting, use of chemical, explosive and electrocution for fishing and unauthorised extraction of natural resources across the Apatani plateau.

The house requested the district administration to issue instruction against unauthorised use of gun for hunting and to cancel the gun licence including seizers of the gun who indulges in hunting and killing of wild animals in jungle of Apatani valley.

The house also resolved to request DC Ziro to declare Apatani plateau as a hunting free zone.

As many as 65 participants including Chairman, Secretary and Executive members of VBCCs and Goan Burahs participated in it.

Earlier, Mihin Dollo, Programme Manager of G.B. Pant Institute of Himalayan Environment and Development, Itanagar highlighted the importance of biodiversity conservation and sustainable management of the natural resources for better tomorrow.

Hibu Tadii, Divisional Forest Officer, Hapoli Forest Division, Lower Subansiri district presiding over programme appreciated the works initiated by NCADMS and G.B. Pant Institute on biodiversity conservation through community participation and creating alternative livelihood such as promotion of cultivation of medicinal and aromatic plant, horticulture, piggery, poultry, etc.

He stressed the importance of conservation of biodiversity and its sustainable management, and called upon the participants to work together and support the NCADMS and GBPIHED for successful of the precious initiative. Mr. Rubu Buker, Chairman of NCADMS highlighted the importance of conservation of valuable species and save them from the verge of extinction. He requested all the citizens residing in Apatani plateau to cooperate the precious initiative taken by the Society and the institute.

Meanwhile, the staffs of NCADMS and GBPIHED along with Village Biodiversity Conservation Councils erected 15 numbers of Notice Boards prohibiting hunting and unsustainable extraction of natural resources in the major entry points of the forest of Apatanis.

It may be mentioned here that conservation programme was already initiated through Village Biodiversity Conservation Councils (VBCCs) constituted on July 28, 2009. 15 VBCCs have already been constituted which are working on conservation of valuable bio-resources.

RKSM lauded for academic excellence

KHONSA, Jan 18: While speaking as chief guest at the annual function of Ramakrishna Sarada Mission School at Khonsa on Jan 17, Arunachal Assembly Speaker Wanglin Lowangdong lauded the management of the school for spreading quality education in the state.

Dwelling at length on the over all education scenario in the state, Lowangdong expressed concern over growing number of school drop-outs adding that parents and teachers have equal role to play to mould the career of the students properly.

He lamented that the female literacy rate of Tirap district was abysmally low at 29% and urged upon the parents and teachers to make an honest effort to improve it. In his presidential address, Secretary to Governor and former Tirap DC, Ankur Garg said that he has emotional relationship with the school and expressed profound satisfaction over the stupendous growth of the premier girls’ institution in all spheres. He said that we live in a challenging and exciting times which are full of opportunities if we strive to achieve something big in life adding that knowledge was power in today’s context unlike in the past when money and muscle powers were considered the main weapons. He said that knowledge comes free and cannot be taken away and asked the students to strive for excellence in whatever they do.

MLAs Wangki Lowang, Kamthok Lowang, West Kameng DC Swati Shama, DC Incharge,Tirap W.Lowang and Assistant Secretaries of RK Sarada Math, Kolkata Jnanadaprana Mataji and Atandraprana Mataji spoke glowingly about the immense contribution of RKSM authorities in providing quality education to the girls of Arunachal.

TNA workshop begins

ITANAGAR, Jan 18: A12 days Training Programme on Training Need Analysis (TNA) Workshop commenced at ATI, Naharlagun from today.

The Workshop is being conducted under the National Development Programme of the Department of Personnel and Training, Govt. of India, New Delhi with 100% Course Fee assistance. As many as 21 officers are attending the Course representing Senior Lectures, assistant Professors, Faculty of DIET Centers, Government Colleges, SIRD including APCS and Departmental Officers of various Heads of Departments and District Administration.

Speaking on the occasion Chief Guest joint secretary P&AR/TRG Nandini Paliwal appreciated the ATI for organizing such an important programme under the Trainer Development Programme in line with the national mainstream Training Institutions of the country despite shortfall in infrastructure and manpower.

Paliwal urged upon the participants particularly the Departmental Officers representing various Government departments and offices to live up to the responsibility entrusted upon them by the Government. She pointed out that in a given task or job assignments in the Government Department there are basically two categories of performance problems i.e.. either ‘you can’t do’ or ‘you don’t want to do’. In the first case, the problem can be clearly identified as lack of proper knowledge and skill and this can be corrected through training intervention. However, in the second case of employees not wanting or unwilling to do their job sincerely is basically the problem of attitude and in a training sphere it is the hardiest challenge for the trainer to change this attitude. The Chief Guest further added that in the context of the present TNA Workshop, she exhorted the participants to act like a doctor who first identifies the disease/problem that are affecting the organization & this successful identification will lead to 50% of the job easier & thus remedial measures can be taken by training intervention to raise the sufficiency of the work force. Jt. Secretary finally requested all the participants to utilize the knowledge & skill they will acquire from the TNA Workshop for their personal development & for the betterment of the organization as a whole.

Earlier, Pema Tshetan, Director (Training) highlighting the aims and objectives of the training said that the workshop’s primary aim is to help the participants to develop TNA consultancy skills specially in respect of identifying training needs in the organization or departments. He further hoped that they will subsequently become resource person to assist other Government Department and Organizations. The Director further added that as per the course style, the participants will undertake series of practical learning activities through case studies and TNA field exercises. He called upon the participants to take the responsibility of their own learning.

Deva Prasad Mishra, Sr. Deputy Director training and L.N Tahakur, Sr. Deputy Director (IT/Computer) of the Assam Administrative Staff College, Guwahati will impart trainings during the workshop.

Resource Person-cum-Master Trainer (TNA) Deva Prasad Mishra pointed out that DoPT, GoI in collaboration with Thams Valley University, London had developed number of Training of Trainers Course Design like; Direct Trainer Skill, Design of Training, Evaluation of Training, Management of Training Mentoring skills and TNA Course Design under the National Trainer Development Programme.

He further added that development of consultancy skill in TNA involve a general understanding of the Systematic Approach to Training (SAT) which are link to specific knowledge and skill of the process and techniques required to identify training and non-training needs.

T. Lodo, Deputy Director, ATI and Course Coordinator also highlighted about the detail arrangements made by ATI for the workshop.

APSCW completes 5 years of its existence

ITANAGAR, Jan 18: The Arunachal Pradesh State Commission for Women(APSCW) has completed 5 years of commitment as a constitutional body working for the rights of women and girl child of Arunachal Pradesh.

While the primary function of the APSCW is to inquire into unfair practices, recommendation of the welfare measures to be adopted and implemented by the Govt with a view to ameliorating the conditions for women, the APSCW has a total count of 310 no of cases registered with it as on November 2009 since its inception.

Headed by the eminent women’s rights activist, Jarjum Ete as chairperson, APSCW took up the cudgel of spreading awareness by organizing intensive tour of various places in the state. Advocacy about women’s right was felt to be the need of the hour and familiarizing women with women’s rights was the first of activities undertaken.

Besides participation in various forums, four mega events were organized by the APSCW during its first tenure viz -- a public hearing on micro credit of SHGS and on women with marginal income besides state level workshop on domestic violence act and sexual harassment at work place and a regional seminar on land and resource right of indigenous women in addition to public hearing of cases at district level. According to records available with the APSCW, maximum cases registered with the APSCW within 2005-2008 pertained to child / forced marriages (including marital rape) closely followed by domestic violence, violence against women and multiple marriages. Few cases of gender discrimination were also seen. The first body of the APSCW relinquished office on 14th March’2008.

The mandate of the APSCW i.e. protection of women and ensuring progress and development of the women of the Arunachal Pradesh was taken up by the new body headed by Komoli Mosang, Chairperson and Mepung Tadar, vice chairperson another four members Tadar Yadir, Kenyir Ringu, Yater Nasi and Secha Raj Kumar when they assumed office on 23rd June’2008 .

It was observe red that atrocity against women had been rising as marked by the inhuman dual murder of two local indigenous girls on 12th june’2008.(an interim period when the APSCW was not in office ), other reported instances like atrocities against women protestors fighting for water and electricity in Dollumukh on 10th august’2008, rapes of indigenous minor girls, entanglement of a Karge section of women in financial insecurities and social problems arising thereof, were issues that are being addressed.

Later, a step towards intensive empowerment was undertaken through media advocacy workshops on rights of the girl child and organized at sub-divisional level in collaboration with the Gandhi Smriti and Darshan Samiti.

Simultaneously door to door awareness on gender aspect of disaster management was also undertaken in collaboration with the directorate of relief and rehabilitation and disaster management throughout the state.

The experiences of the APSCW with child marriage victims and their rehabilitation have in fact evolved into a project, namely, ‘situational analysis on social context of school drop-out among school children with special reference to the girl child in an endemic area of child marriage’ being taken up with support from the Sarva Siksha Abhiyan Rajya Mission.

While case-related field visit routine hearing of cases settled through regular hearings held on day to day basis, monitoring of cases through concerned police and district administration to ensure justice to the victimised women and children within minimum time frame are the day to day activities of the APSCW. The APSCW has left no stone unturned to project issues of importance at the highest echelons .

On 2nd April 2009 the APSCW submitted a brief submission to the president of India Pratibha Devi Singh Patil during her maiden visit with a four point agenda including a demand for a separate sub committee for the North eastern region.

On June 19, 2009 the APSCW met the chairperson of the National Commission for Scheduled Tribes, Urmila Singh and other members and pleaded that indigenous land and resource rights of the tribal women of the land should be protected. The APSCW also prayed that parameteres for socio-economic welfare extendable to the tribal women especially in the north eastern region be considered on the basis of topographic difficulties rather than demographic considerations.

Further a consultative meeting with the honorable members of the National Commission for women Wansuk Syiem ,i/c of the north eastern states was held on 11th Nov 2008.

APSCW calls for cooperation

The APSCW on the morning of its 6th year expresses pain at the rising crime graph of violence against women and the girl child. Echoing the voice of chairperson APSCW Komoli Mossang, the vice chairperson Tadar Mepong in a press release stated that since clarion call to the society for a social commitment towards security of women is not sufficient, it is time for all the stakeholders like civil societies, media and Govt functionaries to work hand in hand for a gender sensitive society.

As opposed to parallel bodies in other states which are run with a staff strength of more than 40 employees, the APSCW is sustained on minimal strength with only three regular staffs. Inspite of this meagre infrastructure we have been striving hard to fulfill the responsibilities vested upon us and we shall leave no stones unturned in delivering justice, she said.

2nd Biennial conference of laama held

TEZU, Jan 18: The second biennial conference of Lohit Anjaw Ama Mam Association held at Wakro under the chairmanship of S Mam , District Art & Culture Officer (Anajw) Cum Chief advisor of the association on 16th Jan last. Altogether 260 members including office bearers & members were participated in the conference from Lohit & Anjaw district. Speaking on the occasion S Mam urged the Ama & Mam society for protect tradition and culture and built up cooperation among Mam & Ama community.

1st Siang Fraternity Soccer Cup Kicked off

PASIGHAT, Jan 18: The first ever Siang Fraternity Soccer Cup 2010 was kicked off at general ground here today amidst huge gathering of soccer enthusiasts.

Ruksin MLA Dr. Tangor Tapak and Arunachal Olympic Association secretary Gesi Doke attended the inaugural function as chief guest and guest of honour respectively.

The inaugural match was played between Bogong Soccer Club and Rengging Football Club in which the former defeated the latter by 4-1 goals.

The tournament aims at exposing the hidden talents of Siang belt and also to foster unity and brotherhood through sports. Six teams from three districts of East Siang, West Siang and Upper Siang are participating in the tournament.

DFA Secretary Tajing Taki informed that the final match would be played on the Republic Day.

The winner and runners up teams would be given Rs. 50,000 and Rs.30,000 respectively.

UDC’s death mourned

ITANAGAR, Jan 18: Palin Employees Welfare Association mourned the sudden and untimely demise of Heri Mata. He was working as a UDC in Kurung Kumey BDO office and is survived by his wife, two sons and as many daughters.

While describing him as dedicated and hardworking official, the association members prayed to almighty for his eternal peace and conveyed heartfelt condolence to the bereft family to bear the irreparable loss.

ITANAGAR, Jan 18: Confederation of Service Associations of Arunachal Pradesh (CoSAAP) in its general conference held at Itanagar recently has decided to celebrate January 27 as its foundation day every year.

Meanwhile, N L Togu, Ngumer Riba and Pate Marik have been selected as President, Vice President Secretary General of the association respectively, with Api Nima and Dipti Bengia Tako as President and General Secretary, Co SAAP women wing.

Buttum elected CCI executive member

ITANAGAR, Jan 18: Tok Buttum from Arunachal Pradesh has been elected as the executive member of Catholic Council of India (C.C.I.) in the recently held five-day long 10th general body meeting at Nagpur.

Tok Buttum and Taw Tebin from Arunachal Pradesh represented the C.C.I. meeting and shared their faith experiences with over 500 delegates from all over India. They touched their hearts and won accolades from everyone gathered there. At the end Buttum was elected as CCI executive member for the first time from Arunachal Pradesh.

The C.C.I meeting focused on the theme “Youth in the Church and Society.” The participants also discussed the current issues and problems affecting the Church and the Nation.

The Diocese of Itanagar extends hearty congratulations to Tok Buttum. Rt. Rev. Dr. John Thomas, the Bishop of Itanagar offered best wishes and said that Tok Buttum has made the Diocese feel proud with his missionary spirit.

AKKDSU lauded

ITANAGAR, Jan 18: While appreciating All Kurung Kumey District Students’ Union (AKKDSU) and other apex students bodies for constructing a memorial pillar (Tai Ananth) in the name of former AKKDSU finance secretary late Langyuk Tajit, the Gongli-Ku Society, Tali has decided to extend all possible support to AKKDSU to conduct its proposed volleyball tournament in memory of Late Langyuk.

EPS conducts cleanliness drive

ITANAGAR: After the completion of the three days Torgya festival the monks of Tawang monastery cleaned up the whole campus, which proved to be a great act of responsibility, informed Environment Protection Society (EPS), Tawang in a release today and appreciated such cleanliness drive.

However, the EPS, volunteered to clean the rest of the wastes left over and burnt the dump of bio non-degradable wastes. Rev. Leki Norbu ( a senior monk of Tawang Monastery) showed great enthusiasm and helped the Society throughout the programme.

The Society volunteers also cleaned up the wastes in the steep cliff below the front gate of the monastery. However, observing the difficulties in conducting clean up drive in cliffs, the Society decided to ban dumping of wastes in the cliff in the near future.

Illegal appointment alleged

ITANAGAR: Toru Circle Students’ Union (TCSU) has alleged illegal appointments of teachers under SSA in Toru circle of Papum Pare district.

While demanding cancellation of all such illegal appointments, the students union strongly appealed to the authorities concerned to prefer those deserving candidates for appointment, who were kept in waiting list.

It alleged that authority has appointed few fresh candidates in teachers' posts without maintaining codal formalities.
